Retiring in Albania rests on a pension, not a flat. The Law 79/2021 pensioner permit is the route most retirees use. A commonly cited income floor is ALL 1.2 million a year, about EUR 11,600 or EUR 967 a month, paid into an Albanian bank account, plus private health insurance and proof of accommodation. The first permit is one year. It does not allow work.
The wider move sits in relocating to Albania. What a month costs sits in the cost of living in Albania. This note is the pensioner route: the income test, the insurance, and the care people actually use. Clinics are also on our healthcare page.

What the permit actually is
Law 79/2021 is an immigration status for pensioners. It is not a holiday stretched across a year, and it is not a side effect of a deed. You can buy and still have no right to remain. You can rent, meet the pension test, and hold the permit without buying. We see both mistakes in the same week.
The first permit is often one year. Renewal is a fresh look at pension, insurance, and accommodation, not an automatic stamp. Diary it before the card expires.
Not a holiday.
There is no right to work. Consulting, a part-time job, or helping in a family business can breach that. If you need earned income, this is the wrong category. Spouse reunification is possible. The spouse's right to work is a separate question. This note cannot grant it.
No right to work.
The lek figure and the bank
A pension that looks like EUR 967 a month, about EUR 11,600 a year in the rough 2026 conversion, can still miss ALL 1.2 million after a weak quarter, because the file tests the lek in an Albanian account in your name rather than a foreign app, and several payments already landed are stronger evidence than a single transfer.
State pensions, occupational pensions, and some annuities are the usual sources. Cash savings are not a pension. A gift is not a pension. If you live on investment drawdown, ask whether Law 79/2021 accepts it before you book flights.
Ask before you fly.
- Pension. ALL 1.2 million a year, about EUR 11,600, or about EUR 967 a month.
- Account. An Albanian bank account in your name.
- Roof. A lease, or a home you can document.
- Insurance. Private. EUR 30,000 of cover is often cited.
- Record. An apostilled criminal-record extract.
- Length. Often one year, then renewable if the conditions hold.
- Work. Not on this permit.
- Family. Spouse reunification is possible. Work rights are separate.
Papers from outside Albania usually need an apostille and often an Albanian translation. Order the criminal record so the apostille is still fresh on filing day. A misspelt pension letter stalls a file that is fine on the money.
Order it fresh.
Does that money count as a pension in the file?
Insurance the file expects
Permit files commonly look for private cover around the EUR 30,000 figure people cite, and premiums of roughly EUR 80 to 250 a month, higher after 65, move with age, the deductible, and whether the policy is written for living in Albania rather than a two-week holiday, so get the quote in writing before you treat the pension floor as the whole budget.
An EHIC card does not replace that policy. Medicare does not replace it. Travel cover that excludes long stays, pre-existing conditions, or private hospitals fails the practical test.
EHIC will not do.
Medicare will not do.
Voluntary contributions to ISSH, the social-insurance institute, can open parts of the public system. Some residents use them for routine visits. Once the need is a specialist, imaging, or dental work, foreign retirees still pay privately. Budget the premium. Do not skip the permit policy because ISSH exists.
A policy that reimburses later needs cash on the day. One that pays the clinic is easier when the bill is large. EUR 30,000 is a permit talking-point. Your health may need a higher limit. Buy for the care, then check the same contract satisfies the file.
What a month actually costs
A comfortable single life in Tirana is often EUR 900 to 1,300 a month in 2026 guides, rent included, while owners who have already bought spend less by several hundred euro and still fail the permit if a paid-off flat in Durres is paired with a pension under ALL 1.2 million. Couples share rent. They do pay two premiums.
Vlore and Sarande can suit people who want the sea, a quieter off-season, and a drive to Tirana for some specialists. Tirana is easier for care and ordinary services. Durres sits between them, with a short road to the capital. None of the four removes the permit.
- Renting in Tirana. Inside the EUR 900 to 1,300 range.
- Owning. No rent. Building fees and utilities remain.
- Premium. About EUR 80 to 250 a month, higher after 65.
- Pension test. About EUR 967 a month, checked in lek.
- Work. Not allowed, whether you rent or own.
Will you actually be here in February?
Property is a housing choice
Buying can make accommodation evidence easy. It does not replace the permit, the banked pension, the insurance, or the apostilled record. People who buy first sometimes find the flat was the simple part.
The purchase path is buying property in Albania. Foreigners can own defined categories. A retirement motive does not shorten the title work. Current projects are buildings, not permits.
Renting is a complete first year while you learn whether Tirana, the coast, or Durres is the base. A one-year permit and a one-year lease can match. Buying to lock residency spends capital on a problem the law solves with a pension and a file.
Renting is enough.
Annual building tax and a later sale are in property taxes in Albania. A pensioner card does not exempt them. See taxes.
Care once you are there
A local clinic and a pharmacy cover a large share of the year. Specialists and private hospitals in Tirana are where most foreign retirees end up, even from Vlore, Sarande, or Durres. An early appointment is realistic from Durres. From Sarande it is a long day. Stay overnight if tests are likely.
Many private doctors work in English or Italian. Public counters vary. Bring medicines as generic names. Ask which hospitals are in network before you need one. EUR 80 to 250 a month buys very different networks. The cheap policy is a poor bargain if every serious bill is outside it.
ISSH, where you take it up, does not put you at the front of a private clinic, and it does not satisfy a file that asked for a private policy with a stated cover amount. Keep the folders apart.
Check the network.
A filing order that holds
If a portal form disagrees with a blog, the form wins. The adviser should explain the difference. Rates and document lists change.
The form wins.
- Category. Confirm Law 79/2021 fits, including no work.
- Account. Receive the pension into an Albanian bank.
- Policy. Bind cover the adviser accepts. Watch the EUR 30,000 figure, and price it at your age.
- Roof. A lease, or a purchase already registered.
- Record. Apostille the criminal-record extract while it is current.
- Apply. Expect the first grant to be about one year.
- Diary. Keep the pension and the insurance continuous through renewal.
- Spouse. Start that file with the same adviser, not at the airport.
AlbaniaHouse matches buyers to local partners. It does not sell, notarize, or give legal advice. The permit stays with the immigration adviser. The insurance stays with the insurer.
Wrapping up
Get the pension into an Albanian account and the insurance in writing before you treat a flat as the plan, then book an appointment if a purchase is actually part of the move. Monthly spending is in the cost of living in Albania. The card and the deed stay in different folders.
