Vlora International Airport missed its targeted opening of 20 February 2026, the 90-day cure ended on 20 May 2026, and the government then terminated the concession because no firm opening date remained. There was no opening, so there is no measured post-opening lift in property prices. Tirana International Airport is still the gateway.
Anyone underwriting a flat in Vlorë, Sarandë, Dhërmi, Himarë, or Orikum should separate two stories. One is the beach corridor, which is a real market. The other is a local international airport, which did not enter service. Prices paid in 2024 and 2025 that included an “airport premium” paid for an event that did not happen. The dates, in order
The concession had a targeted operation date of 20 February 2026. That date passed without opening. A 90-day cure period then ran, and it ended on 20 May 2026. During and after that period the announced opening slid: first toward August 2026, then toward 1 March 2027, and then to no date at all. The government terminated the concession because there was no firm opening date left to rely on.
On 16 September 2026 an emergency arbitrator rejected a request by VIA, the concessionaire, to suspend that termination. The practical picture for a buyer is therefore not “delayed until next spring.” The picture is a terminated concession, a failed attempt to pause the termination, and no operating airport.

Do not read the old “1 March 2027” slide as a new opening commitment. That date was one of the announcements that failed to stay firm. It is history inside the delay, not a forecast. This note does not give the airport an opening year.
How people actually arrive
Tirana International Airport remains the gateway. From there, the road transfer to Vlorë on SH4 is about two hours in ordinary traffic. That is the journey guests and owners used in summer 2026, and it is the journey to plan until a Vlorë airport is actually operating under whatever structure replaces the terminated concession.
South of Vlorë, the Llogara tunnel is the fast way toward Dhërmi and Himarë. The toll is about 250 ALL one way. The tunnel shortened a mountain crossing. It did not replace a missing airport. Sarandë is still a longer road day from Tirana, via Vlorë and the tunnel, and many visitors still combine that drive with a stop in Vlorë or Orikum.

For a holiday let, those facts sit inside guest friction. A flight that lands in Tirana in the evening, plus a two-hour road transfer, burns a night that a same-city airport would have saved. Some guests will still come. The ones who booked a cancelled Nordic charter into Vlorë did not. Yield models that assumed a full European schedule into a local runway need to be rebuilt on Tirana plus road. The arithmetic for nights and rates is in rental yields and Airbnb in Albania. This page only fixes the access assumption those models should use.
There is no post-opening price uplift to quote
A post-opening uplift can be measured only after an opening. Vlorë did not get one. Any sentence that says prices rose because the airport opened is describing an event that did not occur. Any sentence that says prices will rise when it opens in 2027 is a forecast this research desk will not make. The concession was terminated precisely because no firm date remained, and the September arbitration left that termination in place.
What can be measured is the asking market that actually traded attention in 2026. Vatreja’s Q3 2026 listings put Vlorë asking prices at about EUR 2,084 per square metre. That was up 0.3 percent on the previous quarter and down 0.5 percent on the year. Flat. Not a boom, and not a crash. The airport story did not reprice the city in the data we have.

Asking prices are not transaction prices. A flat median can hide a strong promenade and a soft inland street. It can also hide sellers who still quote 2024 airport optimism. The median is still the right corrective to a brochure that treats the runway as a completed fact. If you are comparing a specific building, use recent deeds and current listings for that micro-location, then keep the city median as the backdrop.
Buyers who paid an airport premium in 2024 and 2025 underwrote a start of operations. They took the risk that the targeted date would slip or fail. It failed. The premium is not “delayed value” that the market owes them. It is a price component tied to an event that did not happen. A later airport project, if one is ever rebuilt and opened, would be a new event with a new date. It does not automatically refund the earlier premium.
What still sets prices along the bay
Vlorë’s asking level near EUR 2,084 per square metre lines up with a coast that people already visit by road, not with a functioning local airport. Lungomare apartments, Orikum’s quieter shore, Dhërmi, Himarë, and Sarandë each have their own demand: summer stays, a few winter residents, and buyers who want a second home within a day’s drive of Tirana. Those uses survive without a Vlorë runway. They also explain why a missed airport did not, in this data, knock the city median off a cliff. Demand was never only the runway.
Fiscal reference prices moved on a different track from asking prices. The 2026 reference map raised official tax floors in Vlorë zones by large percentages, while Vatreja’s asking median stayed flat year on year. A higher tax floor and a flat asking price can be true in the same quarter. Do not treat one as proof of the other. Reference prices are explained in the tax material; they are not an airport effect.
Investors who still like the coast should underwrite what is operating: road access from Tirana, the tunnel toll, a short summer, and building rules. Investing in Albania frames that underwriting. Adding a hypothetical 2027 airport to the upside case repeats the 2024 mistake with a new year on it.
How to read a listing that still says “near the new airport”
Marketing lines lag events. In late 2026 you will still see “minutes from Vlora International Airport” on pages written when the February date looked plausible. Treat that line as a location description of a construction site’s old promise, and check it against the timeline above.
Questions that keep the price honest:
- Is the asking price close to the city’s Q3 2026 median of about EUR 2,084 per square metre, or does it still carry a premium you cannot tie to a working runway?
- If you strip out any airport language, does the flat still make sense as a road-access beach home?
- Can a guest reach it from Tirana in the two-hour SH4 window, plus the Llogara toll if the flat is south of the pass?
- Are you being shown a 2024 comparable that cleared when buyers still believed the February 2026 date?
A yes on the last question is a reason to renegotiate, not a reason to walk away from the whole coast. Sarandë, Dhërmi, Himarë, and Orikum were holiday markets before this concession. They remain holiday markets reached from Tirana. The error is paying twice: once for the sea, and again for an airport that is not open.
Owners who already bought at a premium have a different job. The price they paid is a sunk cost. The resale price is whatever a 2026 buyer will sign, in a market whose asking median is flat. Holding for an opening date that the government has already refused to fix is a plan without a date. Selling, letting, or using the home is a plan you can cost. Rental rules, if you let by the day, are a separate article. They do not restore a runway.
Underwriting a purchase while the runway is closed
Price a Vlorë or Riviera home as a place people reach by road. Start from Tirana International Airport, add about two hours on SH4 to Vlorë, and add the Llogara tunnel at about 250 ALL one way if the property is in Dhërmi, Himarë, or further toward Sarandë. Orikum sits on the near side of that pass for many drivers, so the tunnel is not automatic. Put those legs in the guest instructions and in your own visit plan. A viewing day that assumes a local landing will slip.
Then price the apartment against the Q3 2026 asking median of about EUR 2,084 per square metre, not against a 2024 conversation about February 2026. A unit well above that median needs a reason you can stand on today: a specific Lungomare position, a finished building, a legal area that matches the brochure, a title your notary will accept. “The airport is coming” is not that reason. The concession ended, VIA’s request to suspend the termination failed on 16 September 2026, and no firm opening date replaced it.
Hold costs still run while you wait. Annual taxes, building fees, and empty winter weeks do not pause because a runway might exist later. If you let the flat, build the calendar on guests who already fly to Tirana. The summer 2026 cancellation of Nordic charters is the evidence that a Vlorë schedule cannot be assumed. A model with those seats filled is a model of a different year, one that has not been announced.
Compare micro-locations on access you can drive. A Sarandë apartment and a Vlorë apartment share the missing airport and do not share the same road time from Tirana. Dhërmi and Himarë add the pass. Orikum is the closer bay. Buyers who treat the whole Riviera as one airport catchment repeat the premium error at a larger scale. What would count as news later
A real change would be a new, dated, operating airport: flights landed, not a rendering. Until that exists, access assumptions stay on Tirana, SH4, and the Llogara tunnel at about 250 ALL one way. Price assumptions stay on observed asking and, where you can get them, transacted prices. The Q3 2026 Vlorë median of about EUR 2,084 per square metre, +0.3 percent on the quarter and −0.5 percent on the year, is the published snapshot to beat. A single luxury listing does not beat it.
