Airports and access
Vlora International Airport missed 20 February 2026, and the concession did not survive. The 90-day cure ended on 20 May 2026. The government then terminated the concession because no firm opening date remained. There was no opening, so there is no measured lift in property prices from one. You still fly into Tirana.

The dates in order
The concession had a targeted operation date of 20 February 2026. That date passed. A 90-day cure then ran out on 20 May 2026. After that, announced dates slid toward August 2026, then toward 1 March 2027, then to no date at all. The government terminated the concession because nothing firm was left to rely on.
On 16 September 2026 an emergency arbitrator rejected a request by VIA, the concessionaire, to suspend that termination. This is not "delayed until spring." It is a terminated concession, a failed attempt to pause it, and no operating airport.
| Date | What happened |
|---|---|
| 20 February 2026 | Targeted operation date. The airport did not open |
| 20 May 2026 | The 90-day cure period ended |
| Summer 2026 | Dates slid to August 2026, then 1 March 2027, then none. Nordic charters were cancelled |
| After the cure | The concession was terminated for lack of a firm opening date |
| 16 September 2026 | An emergency arbitrator rejected VIA's request to suspend the termination |
Do not treat "1 March 2027" as a fresh promise. That date was one of the slides that failed. It is history, not a forecast. This note does not give the airport an opening year.
If you are pricing a flat in Vlore, Sarande, Dhërmi, Himare, or Orikum, keep two stories apart. The beach corridor is a real market, described in the Albanian Riviera beach property guide. A local international airport did not enter service. Money paid in 2024 and 2025 for an "airport premium" paid for an event that did not happen.
How you actually arrive
Tirana International Airport is the gateway. The road to Vlore on SH4 is about two hours in ordinary traffic. That was the summer 2026 journey, and it is the one to plan until a Vlore airport is actually operating under whatever replaces the terminated concession.
South of Vlore, the Llogara tunnel is the fast way toward Dhërmi and Himare. The toll is about 250 ALL one way. The tunnel shortened a mountain road. It did not replace a missing airport. Sarande is still a longer day from Tirana, via Vlore and the tunnel. Many people still break that drive in Vlore or Orikum.
An evening landing in Tirana, plus two hours on the road, burns a night a local runway would have saved. Some guests still come. The ones booked on a cancelled Nordic charter into Vlore did not. Rebuild any yield model on Tirana plus the road. Nights and rates are in rental yields and Airbnb in Albania. This page only fixes the access assumption.
No opening, no price lift
A post-opening lift needs an opening. There was none. We will not forecast a 2027 rise. The concession ended with no firm date, and on 16 September 2026 the arbitrator left that termination in place.
What you can measure is the asking market. Vatreja's Q3 2026 listings put Vlore at about EUR 2,084 per square metre. Up 0.3 percent on the quarter. Down 0.5 percent on the year. Flat. Not a boom. Not a crash. The airport story did not reprice the city in the data we have.
Asking prices are not deed prices. It failed. A 2024 or 2025 airport premium was money paid for a 20 February 2026 opening that never happened, and the refusal on 16 September 2026 to suspend the termination does not turn that premium into delayed value a later buyer has to refund.
What still prices the bay
The ask near EUR 2,084 per square metre lines up with a coast people already reach by road. Lungomare, Orikum, Dhërmi, Himare, and Sarande each have their own demand: summer stays, a few winter residents, a second home within a day's drive of Tirana. Those uses survive without a Vlore runway. They also explain why a missed airport did not, in this data, knock the median off a cliff. Demand was never only the runway.
Fiscal reference prices moved on another track. The 2026 map raised tax floors in Vlore zones by large percentages, while the Vatreja asking median stayed flat on the year. Both can be true in the same quarter. A higher tax floor is not proof that buyers paid more, and a flat ask is not an airport effect.
Price what is actually operating: the road from Tirana, the tunnel toll, a short summer, and the building rules. The frame for that is investing in Albania. Putting a hypothetical 2027 airport in the upside repeats the 2024 mistake with a new year written on it.
Listings that name the airport
Marketing lags. In late 2026 you will still read "minutes from Vlora International Airport" on pages written when February looked plausible. Treat the line as an old promise. Check it against the dates above.
Does the flat still work without a runway?
Keep the price honest with a few checks.
- Is the ask close to the Q3 2026 median of about EUR 2,084 per square metre, or does it still carry a premium you cannot tie to a working runway?
- Strip the airport language. Does the flat still make sense as a beach home reached by road?
- Can a guest get there from Tirana in about two hours on SH4, plus the Llogara toll if you are south of the pass?
- Are you being shown a 2024 comparable from when buyers still believed 20 February 2026?
A yes on that last question is a reason to renegotiate. It is not a reason to abandon the coast. Sarande, Dhërmi, Himare, and Orikum were holiday markets before this concession. They still are, reached from Tirana. The mistake is paying twice: once for the sea, and again for an airport that is not open.
If you already paid the premium, that money is spent. Waiting for a date the government refused to fix is a plan with no date.
Price it while it stays closed
Price the home as a place people reach by road. Tirana International Airport, then about two hours on SH4 to Vlore. Add the Llogara tunnel at about 250 ALL one way if you are in Dhërmi, Himare, or further toward Sarande. Orikum sits on the near side of that pass for many drivers, so the tunnel is not automatic. A viewing day that assumes a local landing will slip.
Then judge the apartment against about EUR 2,084 per square metre, the Q3 2026 asking median, not against a 2024 chat about February 2026. A unit well above that median needs a reason that exists today: a specific Lungomare position, a finished building, a legal area that matches the brochure, a title the notary will accept. "The airport is coming" is not that reason. The concession ended. VIA failed to suspend the termination on 16 September 2026. No firm date replaced it.
Hold costs do not pause. Annual taxes, building fees, and empty winter weeks keep running. If you let, build the calendar on people who already fly to Tirana. Cancelled Nordic charters in summer 2026 are the evidence that a Vlore schedule cannot be assumed.
Sarande and Vlore share the missing airport. They do not share the drive. Dhërmi and Himare add the pass. Orikum is closer. Split them in the Vlore guide and the Riviera property guide.
Flights landed would be news. A picture is not. Until then the number to beat stays the Q3 2026 median, about EUR 2,084 per square metre, up 0.3 percent on the quarter and down 0.5 percent on the year. One luxury listing does not beat it.
