Buying property in Albania remotely?

A remote purchase still ends in a notarial deed. You need a narrow power of attorney, an apostille, a translation, and an ASHK kartela you have actually read.

You can sign the deed from another country if an Albanian notary accepts a power of attorney that was notarised, apostilled, and translated. The representative may sign. The representative cannot create a clean title. Read the ASHK kartela, or a translation of it, before that power is used on a named unit.

Cameras miss the damp

A video, a live walk-through, and timestamped photos show what the lens pointed at, and they miss damp, lift reliability, noise, and the neighbouring plot, so if you cannot visit you hire someone whose only job is to inspect orientation, floor, area against the plan, water pressure, signal, common parts, and whether the parking space is built or still a drawing.

Do not guess.

Off-plan, you cannot stand in the apartment because it is not there. Judge delay, specification changes, weak milestones, and incomplete permits in the contract, not on camera. The power should not allow a specification change, a waived date, or an early payment unless you approve that change in a separate note. The seller's agent cannot be the only person watching.

Have you seen the neighbouring plot, or only the balcony?

What remote actually covers

Remote means you are absent from the notary's office. It does not mean the purchase is informal, or finished when a reservation leaves your account. The sale is still a notarial deed. Ownership is complete when ASHK registers it and a new extract shows your name. Keys and a preliminary contract are unfinished business until then.

The person you appoint acts inside the power you gave, not inside a vibe that they are "handling Albania." The usual form names one property, one price ceiling, and one period. It is notarised where you sign, apostilled where the Hague Convention requires it, then translated, commonly by a sworn translator. A scan of a home-printed letter is not that document.

Who may own an apartment is in buying property in Albania. Some reading can happen at your kitchen table. The deed, the receipt of funds, and the registration still happen in Albania.

Write the power narrowly

Write it after you know the unit. Name the zone, parcel, and unit as they appear on the kartela. State the highest price, whether parking and storage are included, and the last date the power may be used. Authorise the deed and the ASHK registration for that unit. Do not authorise "any property," borrowing, or a resale.

Get it in writing.

If two of you are buying, the shares on the power should match the deed. A representative cannot invent a co-owner or switch you to a company on the day. Changing the registered owner later is a new transaction.

Notarisation comes first, then the apostille, then translation of the signed original. Change the price ceiling after translation and you need a new document, not a pen correction. Holidays slip the chain by weeks. Ask the Albanian notary, through your lawyer, which form they will accept before you book the appointment at home. A wrong form is a common reason a remote signing fails, and it is still your delay.

Can your lawyer read this?

A seller's PDF is not the register. Have the ASHK kartela obtained and translated, then point at the owner's name and the cadastral number yourself and check that both match the draft deed, because a representative who says "I checked" has not shown you the page.

Read it yourself.

Agricultural land, forest, and pasture cannot be bought directly by a foreign individual. That limit applies on a video call. If the kartela says agricultural land, stop. Do not sign a power that lets someone chase a company structure counsel has not approved in writing.

Then stop.

A mortgage or a court note is a reason to narrow the power, or to wait. Completion should be allowed only against a kartela of a stated date that your lawyer has already described. You cannot look over the notary's shoulder, so the paper has to carry the conditions. How to read the extract is in due diligence and title checks.

Funds, banks, and the account

Most foreign buyers pay cash, because a local mortgage is rarely available without residency and local income a bank will accept. A loan at home is still your loan. It does not become an Albanian mortgage because the money arrives in Tirana. Albanian banks want documents for the source of funds, not a sentence in an email.

Check the account.

Send the transfer to the account the contract names, the seller's or the developer's, not a personal account from a chat. Keep the swift records.

If the price is in euro and a fee is in lek, use the Bank of Albania reference rate that day. Closing costs often sit around 4-7% of the price, including the lawyer. The notary tariff is roughly 0.23-0.35% of value. ASHK registration is about 3,500 ALL, and the filing is about 4,000 ALL. Someone pays them on the day. The lines are in the cost of buying.

The seller typically pays 15% capital gains tax on the gain. You do not add a 2% transfer tax because you are abroad. A new build from a registered developer is generally subject to VAT at 20%. A private resale often is not. Confirm inclusive or exclusive in the same email as the account number. Wiring the wrong one is a mistake with a simple cause: nobody read the line aloud.

Coast trips still use Tirana

Vlora and Saranda add a travel fact outside the deed. Vlora International Airport did not open in 2026. You still fly into Tirana International Airport and continue by road. A remote purchase does not remove that road later. The price side of that fact is in Vlora airport and property prices, and routes are on the airports page.

Tirana is the easier inspection on a short trip, because the notary, the bank, and the building can fall in one day. The coast is a longer loop. Neither one relaxes the form of the power. We still see buyers assume the deed will fit between lunch and the drive back. It will not, if the apostille is in another country.

From reservation to your extract

An email reservation is useful only if it is capped, tied to one unit, and reversible when the kartela or the permit fails. It is not ownership. Do not let it grow into most of the price while the power is still a draft. Identifiers, then the kartela, then the lawyer's note, then the power in the form the notary will accept, then the deed, then ASHK.

Cap the deposit.

If the notary changes wording on the day, the representative needs written instructions you can send quickly. Agree the channel and the hours first. A deed signed on a guess, while you are asleep, is how a narrow power becomes a wide one.

Afterward, read the registered owner, the price, and the identifiers on the scan, then store originals or certified copies at home. Raise a wrong line while the file is still with the notary. Utilities, the administrator, and insurance can start the same way: written authority, a named account, copies back to you.

Do not share the only key

Keep your own copy of the kartela, the draft, the receipts, and the power. A lawyer you instruct, not the seller's lawyer, should hold the same set. Family can attend. Family does not replace a title read.

You can accept an introduction when a sales office offers to arrange the power, the notary, and the lawyer as one unnamed bundle. You should still see the engagement letter and the notary's name. One inbox is convenient, and it is also how a conflict stays invisible. We will make an introduction. We will not be the only eyes on the power.

Browse projects for buildings worth a remote file. Each unit still needs its own kartela and its own power.

Wrapping up

A remote deed works when the power is narrow, the kartela has been read, and the money has a named account. We introduce local partners, and we do not replace the apostille, the translation, or the extract. Use the appointment page if you want that introduction, and read due diligence and title checks before anyone is allowed to sign.

Frequently asked questions

Can I buy Albanian property remotely?+

Yes, many European buyers complete purchases via power of attorney after remote due diligence and video walkthroughs. You still need a local notary, lawyer, and bank arrangements for payments. AlbaniaHouse coordinates viewing, paperwork, and closing logistics so you are not flying for every step.

What is the typical purchase process?+

Reserve the unit, complete due diligence (title, permits, developer track record), sign the notarial deed, and register ownership. Budget for notary, taxes, and translation where needed.

What is ASHK and why does title registration matter?+

ASHK is Albania’s immovable property registration authority. Clean registration confirms ownership and enables resale or financing. Always verify the cadastral extract, seller authority, and that the notarial deed is properly filed — especially on older buildings and coastal plots.

Can foreigners buy property in Albania?+

Yes. EU and most non-EU buyers can purchase apartments and many urban plots. Agricultural land has extra restrictions — always verify title and zoning with a local notary and lawyer.
