Best places to buy property in Albania: match the weeks
Choose the town that matches how you will use the apartment. Vatreja Q3 2026 asking prices are listings, from about EUR 1,538 per square metre in Durres to about EUR 3,410 in Dhermi.
Pick the Albanian town for the weeks you will actually be there, before a postcard ranks the coast for you. Vatreja Q3 2026 asking prices sit near EUR 1,900 per square metre in Tirana and about EUR 1,538 in Durres, with the southern coast higher. Those figures are listings, not completed sales.
Foreign individuals can buy apartments and buildings in their own name. Agricultural land, forest, and pasture are not a direct personal purchase. Closing often lands around 4-7%, and the path to ASHK is in buying property in Albania. This page only helps you choose the place. Stock starts at buy property.

Write the use first
Write one sentence before you open a listing. Holidays in August. A long let. A winter home. A mix, with the empty weeks assigned on purpose. Each sentence points at a different map.
A holiday you occupy yourself can sit in a small coastal place because the quiet months are a locked door you accept, while a long let needs tenants who are still there in January, a seasonal let needs guests who will not spend half a day in a car after landing, and a permanent home needs a shop, a clinic path, and a neighbour who has not left by February. For a long let, start with Tirana.
If the sentence is "wherever the price will rise," you have a hope, not a place. We hear that hope on the first call, usually glued to last August. A higher ask is not a better exit. Thin markets move on few sales.
Name the weeks.
The 2026 asking screen
Vatreja's Q3 2026 set is a listing average, not a transaction register. One odd advert can tug a small town. Price the unit in front of you.
- Dhermi. About EUR 3,410 per square metre. Scarce village coast. Capital is high before any use.
- Himare. About EUR 2,700 per square metre. Scenic premium, small market.
- Vlore. About EUR 2,084 per square metre. A city and a beach. Do not average every street.
- Sarande. About EUR 2,017 per square metre. Southern bay, sharper season.
- Tirana. About EUR 1,900 per square metre. Deepest choice, and the main year-round tenant pool.
- Durres. About EUR 1,538 per square metre. Adriatic city, shorter airport road.
Consul 2026 reference prices are fiscal values for tax, and they jumped in several coastal zones. They are not the seller's ask and not a forecast. Convert lek to euro with the Bank of Albania rate on the day you compare.
Which sentence did you write?
Tirana for a real year
Tirana is the default when the flat has a job in winter. Jobs, universities, clinics, and services keep a tenant pool the coast does not match. There are more streets and more buyers than in a bay village. Near EUR 1,900 per square metre still hides a dark ground-floor room and a finished flat with deeded parking. They are not the same product.
Buy here to live, to let long, or to reach a hospital and the airport without giving the day to the road. Do not buy here hoping the capital will feel like a holiday. Which side of the road, whether the lift works, and whether parking is in the deed still decide the next buyer. A busy market does not clean a dirty title.
Go on a weekday.
Durres and Golem
Durres is a real city, with a port, a beach, and people in winter. Near EUR 1,538 per square metre is the lowest ask in this Vatreja set. That is a reason to look carefully, not a bargain label. A lower ask can be a plainer product, a street you have not stood on, or a listing that has sat. Only the unit tells you which.
Guests fly into Tirana and reach Durres more easily than the Ionian south, which matters for long weekends and for short-let guests who will not sit half a day in a car after a late flight, and matters much less if you are there all summer and only care which beach you walk onto at dusk.
Golem is the beach strip in that orbit, seasonal in a way central Durres is not. Buy it for a summer you have already enjoyed. Do not buy it as a quiet substitute for Tirana.
The Durres marina zone saw fiscal reference prices rise by up to 196% in the Consul 2026 schedule. That is a tax-base change. Do not paste 196% into a story about your future sale.
Check October.
Vlore as the hybrid
Vlore is large enough that shops stay open, and August rewrites the Lungomare. Buy off the strip if you want January as well, and on the strip only when the noise is the point. An ask near EUR 2,084 per square metre should not cover a side street and a front-line flat as one judgement.
Walk both ends.
Vlora International Airport did not open in 2026. The concession termination took effect after the 16 September 2026 arbitration. This guide gives that airport no opening year. Access is Tirana plus about two hours by road. The missed opening should not be priced in, which is the point of Vlora airport and property prices.
Price the road.
The southern bay
Sarande asks about EUR 2,017 per square metre in the same set. Strong summer, mild quiet winter, thinner services, and a real drive from Tirana. People who love February love the scale. People who expected a small Tirana find the off-season smaller than the August memory.
Ksamil is the tighter edge: beaches, Sarande nearby, an obvious season. Buy it for the beaches. Skip it if you need year-round services at the door. A locked restaurant row is useful information. In both towns the next buyer is more often on holiday than upsizing for a school. If you cannot hold a quiet year, rent first.
See it in February.
Scenic villages, thin exits
Himare and Dhermi dominate the top of the table for a reason. Himare sits near EUR 2,700 per square metre. Dhermi sits near EUR 3,410. You are paying for a scarce coast and a small number of properties, not for a deep tenant pool. Himare zone 1 fiscal reference prices rose about 141% in the Consul 2026 schedule. Fiscal is not the same thing as a price someone paid.
These towns suit someone who will use the place, accepts a thin resale, and has stood there outside August, and they suit a spreadsheet poorly when it needs winter income or a quick exit. The Llogara tunnel shortened a mountain crossing after Vlore. It did not create an airport or a city.
A view on agricultural land, forest, or pasture is not a clever personal purchase. Foreign individuals do not buy those categories directly. Ask for the category before the view. An apartment or a registered building is the ordinary route.
Ask for the category.
You can love two places. Buy the one you will not resent off-season, and keep off-plan out of the decision until the permit, the payment schedule, and a date you would accept are in the contract. Browse projects after the town is chosen.
What a town does not settle
The right town does not grant residency. There is no golden visa. Law 79/2021 has a route tied to use of property you own, and a pensioner route around ALL 1.2 million a year. Both are applications. Sarande instead of Tirana does not make either easier. If stay is the question, read Albania residence permit and property with counsel, not inside a reservation form.
The right town does not promise a yield. A Golem August and a Tirana long let are different businesses, so price the building after the place is chosen, using investing in Albania.
Cash is the normal funding. Non-resident mortgages are rare. See mortgages before you assume a loan after you land. A discount to the asking level is not quality. A premium needs finish, view, parking, or a finished common area you can see.
AlbaniaHouse matches buyers to local partners. It is not a seller or a lawyer. The deed stays with your lawyer and your notary.
Wrapping up
Write the use in one sentence, stand in that town on a weekday, and book an appointment when you want a partner on a shortlist you have already narrowed. The path to a registered deed is in buying property in Albania. The town does not do the title work for you.
Frequently asked questions
Can foreigners buy property in Albania?+
Yes. EU and most non-EU buyers can purchase apartments and many urban plots. Agricultural land has extra restrictions — always verify title and zoning with a local notary and lawyer.
Why is Vlorë popular with buyers?+
Vlorë combines Ionian coastline, improving infrastructure, and a growing off-plan pipeline. Buyers often seek sea-view apartments for personal use plus seasonal rental income.
What is the typical purchase process?+
Reserve the unit, complete due diligence (title, permits, developer track record), sign the notarial deed, and register ownership. Budget for notary, taxes, and translation where needed.
