Airbnb rules in Albania: do you need an NIPT in 2026?
In 2026 an individual who lets a home by the day, and runs no other business, does not need an NIPT. The income is still declared. The 15% base is disputed, VAT depends on a tourism certificate, and foreign guests must be registered within 24 hours.
A person who lets one home by the day, and runs no other business, does not need an NIPT in 2026. The income is still taxable. You still declare it. Official statements and some advisors disagree on whether the 15 percent hits gross takings or what is left after the platform commission. Confirm the base with a licensed accountant before you file.

Who skips the NIPT
NIPT is Albania's tax number for someone registered as a business. For years, hosts assumed any paid stay required that registration.
The 2026 position, stated by the Tax Administration and reported through CNA, is narrower. An individual who rents a dwelling by the day, with no other business, does not need an NIPT. The income is still taxable. Hosts were pointed to a declaration of 15 percent through DIVA, with a deadline communicated as 31 March, and without opening a business registration.
The exception is real. It is also narrow. It does not cover a shop, a second trade, or a company. It does not cover a developer selling units. It does not, on its own, answer VAT. The moment the work stops being this dwelling, daily, and nothing else, the no-NIPT line stops being safe.
Two or three apartments can stretch that sentence past breaking point. "No other business" is the boundary. A licensed accountant should say whether your keys are still inside it. We have seen hosts assume three flats still count as "no business." Do not guess.
This page is the rules. Nights, rates, and what you keep are in rental yields and Airbnb in Albania. Purchase steps, if you do not own the flat yet, are in buying property in Albania.
The fight over 15 percent
Two readings are in circulation. They do not produce the same tax. This note will not pick a winner.
The Tax Administration, via CNA, told individual daily landlords to declare 15 percent through DIVA by 31 March, without an NIPT. The statement covers the channel, the rate, the deadline, and the lack of a business number. It has been reported as tax on the rental income those hosts must declare. The public statement this note uses does not walk through an example that subtracts platform commission first.
Some advisors, citing Law 29/2023, article 15, say the 15 percent applies after that commission. On their reading, a guest payment of 100, a platform fee of 15, and a host receipt of 85 produce tax on 85, not on 100.
Both cite 15 percent. They disagree on the base. Gross and after-commission are different cheques. Do not file from a summary.
| Question | Tax Administration, via CNA | Some advisors on Law 29/2023, article 15 |
|---|---|---|
| Is an NIPT required? | No, if daily rental is the only activity | Confirm. The exception is that case |
| What is the rate? | 15% | 15% |
| What is the base? | Declare via DIVA. Public summaries do not confirm the base | After platform commission |
| When? | Deadline communicated as 31 March | Follow the accountant's calendar |
| Who decides? | Your licensed accountant | Your licensed accountant |
Which column gets the 15 percent?
Send the accountant the platform's annual file: gross, commission, net paid to you. Ask which column the 15 percent uses, and which year's 31 March covers which season. Keep the written answer with the file.
An Albanian declaration does not switch off a Dutch, German, or other return at home. Both advisors need the same gross and net. How that net meets a purchase price is in investing in Albania.
When is VAT 6 percent?
Income tax at 15 percent and VAT are different charges.
A reduced VAT rate of 6 percent applies only when the property holds a classification certificate from the Ministry of Tourism. Without it, a VAT-registered host faces the standard 20 percent. The certificate sits on this property. A neighbour's stars do not transfer. A platform badge is not the certificate.
Many individual hosts are not VAT-registered. Skipping NIPT is not the same status as skipping VAT. Ask in this order:
- Am I VAT-registered, or required to be?
- Does this apartment have a Ministry of Tourism classification certificate?
- If both answers are yes, does 6 percent apply to these stays?
- If I am VAT-registered and the certificate is missing, is the rate 20 percent?
Start the certificate early. June is late for July.
Foreign guests in 24 hours
Register foreign guests within 24 hours of arrival. That duty sits beside the tax return, not inside it. A correct DIVA filing in March does not repair a summer of missing passports.
Build it into check-in. Whoever meets the guest in Vlore, Sarande, Ksamil, Golem, or Tirana needs a same-day routine. Twenty-four hours is short if the passport lives as a photo nobody files. Weekend arrivals are when registers fall behind.
Foreign guests are not always on the same form as Albanian guests. Follow the foreign rule. Keep the confirmations. If a platform message is the only record, export it.
What this rule skips
The 2026 change does not set your nightly rate, your occupancy, or your net. A July week in Ksamil and a November week in Tirana can share one legal label and still be different businesses. Using 15 percent as the whole cost of hosting will overstate the cash you keep. Commission, cleaning, linen, utilities, building fees, and empty months sit in the spreadsheet.
It also does not transfer title, create a residence right, or license a building the municipality will not let you use for short stays. House rules and condominium decisions can block a listing even when the tax rule is clear. Read them before you buy. Current projects show homes. They do not certify daily lets.
File it. The tax follows the activity, not the nationality on the deed, so another business or a company let can put you outside the no-NIPT line even when you own the flat, and owning a flat you never let does not create a filing by itself.
Records and the season
Hand this to the accountant. It is not a portal.
- Before the first guest, confirm no-NIPT eligibility, VAT status, and whether a tourism certificate exists.
- On arrival day, register foreign guests within 24 hours.
- Keep gross, commission, and net for each stay.
- After summer on the coast, or each month in Tirana, reconcile payouts to the bank.
- By the communicated deadline, 31 March in the administration's statement, declare through DIVA on the base your accountant confirms.
- If you add any other business, revisit NIPT. The exception is daily rental alone.
A quiet year is still a year you declare. Coast or Tirana, same rule.
Put the 24-hour registration and the DIVA pack in the co-host's written mandate. Your name stays on the declaration unless a company with its own NIPT was set up on advice. That path sits outside the individual exception. Check the name.
Download the annual platform report while the year is still selectable. Keep cleaning and repair invoices apart from commission, so nobody nets a cost the law does not allow. If you are paid in euro onto a foreign account, keep the lek figure your accountant wants.
Building tax and a revaluation are ownership taxes, covered in property taxes in Albania. They do not replace a guest-income declaration. People remember the purchase file and forget DIVA. We see that split often.
Ask the accountant four things, in writing, for your name and address: whether you truly have no other business; whether 15 percent is on gross or after commission, given both the DIVA statement and Law 29/2023 article 15; whether VAT applies and, if it does, whether the tourism certificate supports 6 percent or leaves you at 20 percent; and who files the foreign-guest register within 24 hours when you are abroad.
