Mortgages for foreigners in Albania?

Non-resident buyers rarely get a local loan without residency and income a bank can verify. Most wire cash, or borrow at home and then transfer the price.

Local banks rarely lend to non-resident buyers here, so treat the purchase as cash unless a bank has already issued terms you can read. Residency plus local income a bank can verify is the combination lenders describe, when they describe one at all. Most foreign purchases are cash, or credit arranged at home and then transferred. Budget about 4-7% for closing on top of the price you can pay without a local loan.

Four questions before you reserve

Has an Albanian bank issued terms to you, for this unit, that do not depend on residency and income you lack? If no, you are a cash buyer. Can you transfer the price plus about 4-7%, without selling something you have not sold? If no, you are early. Does the kartela show a mortgage that must be released from the price? Does the contract include VAT when the seller is a registered developer? If you have not asked, you do not know the cash figure.

Ask first.

We get this question before anyone has a residence permit. The apartment does not grant residency, and it is not a golden visa. The permit rules are in the residence permit guide and on the residency page. You can own the flat in your own name, as buying property in Albania explains, and still be unable to borrow against it here.

Has a bank put those terms in a letter?

Paying cash still has fees

Cash does not remove completion costs. Buyers often budget about 4-7% of the price, including the lawyer. The notary tariff is roughly 0.23-0.35% of value. ASHK registration is about 3,500 ALL. The notary's filing is about 4,000 ALL. Translations sit on top if someone signs for you. A bank's valuation fee belongs only in a file that actually has a loan. The stack is in the cost of buying.

Do not guess.

Buyers do not pay a 2% transfer tax. The seller typically pays 15% capital gains tax on the gain under Law 29/2023. Do not park 2% "for the transfer" and call the surplus a future mortgage deposit. VAT at 20% on a registered developer's new build may sit inside or outside the headline. A private resale often has no VAT. Either way, that is cash, not a loan.

The Albanian bank receiving the price will ask where it came from, and your home bank may ask why it is leaving. Use one pack for both: sale contracts, savings history, any home loan agreement, and tax filings that match. A transfer without papers can stall a clean kartela.

Ask how many days the receiving bank needs to credit euro, and whether a lek fee converts at the Bank of Albania reference rate that day. A home-bank release can take longer than a savings transfer. Build that gap into the deadline. Two banks, one story, one set of dates.

What banks are asked to do

An Albanian mortgage is a loan from a bank in Albania, secured on property the cadastre can identify and repaid from income the bank can verify, which is an ordinary file for someone who lives and is paid here.

It is a hard file for a buyer who lives elsewhere, earns elsewhere, and visits a few weeks a year, because the bank is then being asked to chase a borrower and a salary outside its usual system, so a polite meeting, a "finance available" line, and a friend's story from another year are not an offer.

Residency alone is not a paycheck. Thin or undocumented local income is not a file either. If you do not have both, plan on cash. The Bank of Albania supervises banks and publishes lek reference rates. It does not lend you the purchase price, and it does not instruct banks to mortgage non-residents. A page under mortgages is still not a term sheet with your name on it.

Is a payment plan a loan?

If the numbers work only with a non-resident mortgage nobody has put in a letter, the numbers do not work yet. Cut the price, choose a smaller flat, or wait for terms that name the amount, the rate, the term, the fees, and the security.

You pay a developer in stages. You do not borrow from a bank, and you usually cannot stop because your circumstances changed. Delay, specification changes, weak milestones, and permits are construction risks funded by your cash over time. Spacing is not credit. Miss an instalment, and the contract's remedy, which may be loss of sums already paid, is the remedy you have.

Then stop.

A loan at home is real credit, governed by the lender you know. They may refuse security on Albanian property, lend without it, or take assets you hold at home. Read what they took. The seller still sees an all-cash deed. Your rate and your home collateral do not appear on the ASHK kartela unless an Albanian security is actually registered.

Papers when a bank will look

When a bank will look, it wants identity, a residence status, a tax number, Albanian income, statements, an ASHK extract, a valuation, buildings insurance, and a clean story for the deposit. Foreign pensions, freelance income paid abroad, and a plan to cover the loan with summer rent are weak unless the bank has already said it accepts them. Do not fly down to "start the chat" with a reservation deadline running.

Send a test.

Valuation follows the bank's panel, not the asking price. Vatreja Q3 2026 levels near EUR 1,900 per square metre in Tirana are listings, not a valuer's figure. Any loan-to-value ratio applies to the bank's value. The shortfall against the contract is cash. Budget it before you reserve.

Keep a written refusal. It stops the next sales season from restarting the same hope. The deed does not require you to be a borrower. It requires the price, and a file your lawyer can stand behind.

A pledge already on title

A registered mortgage would show as a burden on the ASHK kartela. A seller's PDF is not that register. A "cash only, quick completion" flat can still be pledged to the seller's bank. Your cash has to retire that pledge in a way the notary and ASHK will record. You are not taking a mortgage. You are refusing to buy one that already exists.

Check the name.

Do not describe a home-country loan to the seller as an Albanian condition unless the contract says so. If the price depends on a home-bank approval, write that into the reservation and cap what you pay until it is real. A verbal finance condition dies when the deposit is called non-refundable.

Agricultural land, forest, and pasture are not a direct purchase for a foreign individual, and they are a poor thing to imagine as loan security. If the asset is a plot, resolve the category with counsel before anyone says loan.

Does the city change the answer?

Tirana has the deepest resale market, which is why people assume a foreign buyer can join the resident queue. A non-resident buying a finished flat in the capital is still a non-resident. Durres is closer to the airport road. That helps your visits. It does not help a credit committee. A bank that will not lend against a Tirana salary you do not have will not lend against a July booking calendar.

Browse projects with a cash ceiling written first. A payment plan is still your money leaving early. Compare what you will have paid by handover with a finished apartment you can register now. The finished one can be mortgaged only if a bank has offered that. The off-plan schedule is not a substitute.

A buyer who later lives here, with local income, can ask about borrowing against a place they already own. That is a later conversation. It is not a reason to overpay now.

Wrapping up

Price the apartment you can pay for, and keep any refusal beside the kartela. We match buyers to local partners. We do not arrange mortgages. Use the appointment page if you want an introduction, and budget the cash in the cost of buying property in Albania before you reserve.

Frequently asked questions

Can foreigners get a mortgage in Albania?+

Local bank mortgages for non-residents are limited and often require strong local income or residency. Most foreign buyers purchase with cash, home-country financing, or developer payment plans. Confirm financing early — it shapes which projects and price bands are realistic.

Can foreigners buy property in Albania?+

Yes. EU and most non-EU buyers can purchase apartments and many urban plots. Agricultural land has extra restrictions — always verify title and zoning with a local notary and lawyer.

What closing costs should foreign buyers budget in Albania?+

Plan roughly 3–6% on top of the purchase price for notary fees, registration, taxes, legal counsel, and translations. Exact figures depend on price, asset type, and whether you buy resale or new-build. AlbaniaHouse can outline a line-item budget before you reserve a unit.
