Albania reference prices 2026

The 2026 fiscal reference prices are the minimum value used for Albanian property tax. They are not listing prices. Vlore, Sarande, Durres, Himare, and Tirana zones moved by very different amounts.

Fiscal reference prices are the minimum value Albania uses for property tax, not the asking price on a listing. The 2026 Council of Ministers map sets a different floor for each zone, from Vlore Lungomare at 140,000 ALL per square metre to Tirana Ish-Blloku at about 228,400 ALL. Asking prices sit on a separate market.

Figures below come from a Consul compilation of 2026 Council of Ministers reference prices, with euro equivalents as published in that compilation. Market comparisons use Vatreja Q3 2026 listings. Both are orientation. Your parcel’s zone, legal area, and asset category decide the number on a filing. The wider bill at purchase and during ownership is mapped in property taxes in Albania.

What a reference price is

A reference price is a fiscal value per square metre for a defined zone. Authorities use it as the floor for declared value when tax is calculated. If a contract states a price below the reference value for that zone, the tax calculation does not follow the lower contract figure. The reference value is the minimum that counts.

That rule protects revenue. It also surprises buyers who treat a portal price as the tax base. A developer can advertise one figure, a seller can ask another, and the cadastre zone can impose a third. Only the third is the fiscal floor. The first two are commercial.

Reference prices also feed the annual building tax. The worked example later in this note uses 0.05 percent of reference value. They can feed a revaluation as well, when an owner updates an old registered value to the current official base before 31 December 2026. The rate on that update is a separate topic. The base often starts from the same map.

The map is zonal. “Vlorë” or “Sarandë” is not a single price in 2026. A street, a headland, or a port district can carry its own figure. Using the old citywide number, or a neighbouring zone, produces the wrong tax.

2026 coastal and Tirana reference prices

The compilation records large increases against the older single prices in several coastal municipalities, and it records the highest national figure in central Tirana. Euro figures use the compilation’s own conversion, about 96 ALL per euro. Do not mix them with a bank rate from a different day and then treat the gap as a market move.

Where the compilation states a percentage and not a new ALL figure, this table keeps the percentage and does not invent a price. Durrës port and marina, and Himarë zone 1, are in that group. Ask the notary for the ALL per square metre that applies to the parcel before you multiply by area.

Vlorë is four prices, not one

Vlorë shows why the zone name matters. Lungomare at 140,000 ALL per square metre is more than double Orikum at 61,000 ALL. Sazan, at 200,000 ALL, sits above the Lungomare floor. Radhimë, at 90,000 ALL, sits between the seafront strip and Orikum. A buyer comparing two “Vlorë sea view” listings can be looking at tax floors that differ by a factor of three.

The Lungomare rise of 127 percent is against the old single price for the city, not against last month’s asking prices. A large fiscal increase can land in a year when listings barely move. That is what the Vatreja comparison later in this note shows.

Sarandë left a single city price behind

Sarandë previously had a citywide reference price of 56,000 ALL per square metre. Zone 1 on the main coast is about 86,000 ALL in the 2026 map, roughly EUR 892, a rise of about 53 percent. Other zones in the municipality are not that figure. A hillside apartment and a promenade apartment should not share a back-of-envelope tax base just because both are “in Sarandë.”

Durrës and Himarë rose sharply on the published percentages

Durrës port and marina zones are reported up to 196 percent above the old reference. Himarë zone 1 is reported at plus 141 percent. Those are the compilation’s comparisons with the previous single-price approach. They are large enough to change a building-tax estimate and a revaluation gap. They are not, by themselves, evidence that buyers paid 141 or 196 percent more in the same year.

Tirana holds the top of the map

Ish-Blloku in Tirana is cited at about 228,400 ALL per square metre, the highest national reference price in the compilation. Central Tirana and a southern beach town are not interchangeable “Albania apartments” for tax. An 80 square metre flat at the Ish-Blloku reference is a different fiscal object from an 80 square metre flat in Orikum.

Annual building tax on the reference value

The annual building tax in this example is 0.05 percent of the reference value. The formula is reference price per square metre, times 0.0005, times legal area.

For an 80 square metre apartment at the Ish-Blloku reference:

228,400 × 0.0005 × 80 = 9,136 ALL per year, about EUR 95.

That is the illustration to remember. A central Tirana flat at the top reference price still produces a modest annual building-tax line, on the order of EUR 95, not a Western European council-tax bill. The reference price can look dramatic per square metre and still produce a small yearly sum because the rate is 0.05 percent.

Confirm the category with the municipality. A house, a commercial unit, or a different coefficient can change the assessment. The point of the table is scale: even the highest residential reference price in the national map produces a yearly building tax in the low thousands of lek for a typical apartment, while the zone still matters for any tax that uses the full value rather than a tiny percentage of it.

Asking prices are a different series

Vatreja Q3 2026 listings put the median asking price in Vlorë at about EUR 2,084 per square metre and in Sarandë at about EUR 2,017 per square metre. Those are what sellers and developers were asking. They are not the fiscal base.

Read the Vlorë row carefully. The citywide asking median of EUR 2,084 sits above the Lungomare reference of EUR 1,452 and far above Orikum at EUR 633. A buyer who declares the Orikum reference on a Lungomare contract is in the wrong zone. A buyer who treats EUR 2,084 as the number the tax office will accept, without checking the zone floor, is mixing two datasets.

Sarandë is wider still. Zone 1 reference is about EUR 892 per square metre. The Q3 asking median is about EUR 2,017. The gap is not a mistake in either series. One is a legal floor. The other is a marketed price. Purchase negotiations happen between buyer and seller. Tax calculations start from the floor when the contract is below it, and from the rules your notary applies when the contract is above it.

New-build VAT is a further layer and is not set by the reference-price table. How VAT shows up on a developer contract is covered through the tax pillar and the closing-cost questions attached to this note. A reference price does not tell you whether a brochure price includes VAT.

How buyers and owners should use the map

Before you sign, ask the notary for three lines in writing:

  1. The zone code or zone name that matches the cadastral parcel.
  2. The 2026 reference price per square metre for that zone.
  3. The legal area the tax calculation will use.

Multiply those yourself. Compare the result with the contract price. If the contract is above the reference value, the commercial price is doing the work of the declared value, subject to the notary’s confirmation. If the contract is below the reference value, expect the fiscal floor to govern the tax base.

Owners who already hold a low historic value, and who may sell, should compare that old value with the 2026 reference before 31 December 2026. The revaluation window prices the step-up at 5 percent during that period. The reference map is often the new base. A high 2026 zone price can mean a large difference and a large 5 percent cheque. Run the difference before you celebrate a higher registered value.

Investors modelling a hold should keep the annual building tax in the operating costs, using the formula above, and keep asking-price yield maths in a separate column. Mixing EUR 2,084 of Vlorë asking price into a building-tax formula overstates the fiscal value for an Orikum flat and understates nothing useful. The yield discussion belongs in investing in Albania. Limits of the published compilation

The Consul compilation is a structured reading of the 2026 Council of Ministers reference prices, not a substitute for the decision as applied to your plot. Boundaries inside Vlorë, Sarandë, Durrës, and Himarë are precise on the official map and loose in conversation. “Near the sea” is not a zone. A street that locals call Lungomare may not fall in zone 1 for every parcel.

Percentages for Durrës and Himarë are reported as published. They are not converted here into an ALL price the compilation did not state. Euro conversions are the compilation’s approximations. A payment in euro uses the rate and the currency of the actual transfer, which is a banking fact, not a tax-table fact.

Vatreja medians are asking prices from listings in Q3 2026. They are not transaction prices, not notarised prices, and not ASHK values. A median hides the range. A prime promenade listing and a village house can sit in one city sample. Use the median to see the market’s centre, then use the zone reference to see the tax floor.
